His Excellency the Officer Administering the Government has the honour to present for the consideration of the Finance Committee of the Legislative Council the items (Nos. 42 to 46 of 1935) of supplementary expenditure set out below.

43.-28, Miscellaneous Services :- Grant in aid of Institutions. Hong Kong Travel Association

The Committee recently appointed to consider the formation of a Travel Association and to make recommendations for the development of Tourist Traffic to Hong Kong recommended that a Hong Kong Travel Association be formed (Sessional Paper No. 4/1935) and that the Govern- ment should subscribe to the funds of the Association the sum of $25,000 for this year and include a similar sum in the Estimates for 1936.

The Secretary of State has approved of this vote being submitted to Legislative Council.

At the request of the Hong Kong and Kowloon Wharf and Godown Company an area North of the Company's Permanent Pier No. 54 was dredged to a depth of 34 feet below L.W.E.S.T. The amount provided in the Estimates was based on dredging this area to a depth of 32 feet below

L.W.E.S.T.

The whole expense of this extra dredging estimated at $26,000 is to be shared equally between Government and the Godown Company and a supplementary vote for $13,000 is accordingly requested.

The above is to be met from savings under Formation of Dumping Ground at Kun Tong, P.W.E. Head 34 (1935 Estimates page 106 sub-head 78).

MEMORANDA EXPLAINING THE ITEMS.

Estimates, 1935.

* 42.-20, Police Force :-Special Expenditure:-Revision of Police Regulations

The sum of $5,800 was approved in the Estimates for 1934 for the re-printing of the Police Regulations but only $1,800 was expended as the work was not completed within the year.

It has also been decided to revise and reprint the Police code at the same time as this is the most economical method, the total extra cost being $900.

A revote of the lapsed balance of $4,000 plus the extra $900 a total of $4,900 is requested.

The above is to be met from savings under Ammunition, $3,000,— Clothing and Accoutrements, $1,900, (1935 Estimates page 46 sub-head 2 and sub-head 7).

Owing to the increased consumption of lead seals for sealing cases of lard for export, and also to the increased number of dogs fed while under observation for rabies, expenditure on this sub-head up to the present has amounted to $606.36 out of a total vote of $800. A supplementary vote of $800 is requested which it is hoped will prove sufficient to cover expenditure on these services for the remainder of this year.

The above is to be met from savings under Sanitary Department (1935 Estimates page 67 sub-head 10).
